Republicans debate on Refs C, D - Colorado Springs Gazette
Two Republicans — one respected for his years of service and the other hoping voters will let him serve in 2006 — offered sharply divergent views on Referendums C and D on Monday to a local GOP club. Hank Brown, a former U.S. senator and now president of the University of Colorado, is pushing voters to pass the two measures on the Nov. 1 ballot. Marc Holtzman, a Republican entrepreneur running for governor in 2006, opposes them. The two debated at a luncheon hosted by the Colorado Springs Republican Women’s Club. Referendum C asks voters for permission to let government take a five-year timeout from the revenue and spending limits set by the Taxpayer’s Bill of Rights. It would let government keep and spend $3.7 billion in surplus tax revenue during that time that would otherwise be refunded to Colorado taxpayers. It would have to be spent on education, health care and transportation. Referendum D, which can pass only if C passes, authorizes up to $2.1 billion in bonds for highway construction, building maintenance at schools and universities and police and fire pensions.
