Rollins College: Established a consortium three years ago that seeks to tap the collective buying power of nine Florida colleges. The group uses a consumer-driven model of health care with high deductibles that force users to make judicious choices about how they use benefits. Colleges make monthly contributions to health-care-savings accounts that, used sparingly, grow over time.
