Katrina legacy erodes culture - Newsday

EVANS STAFF WRITER October 17, 2005 When Hurricane Katrina swept through New Orleans, it devastated a city that has been an important incubator of America's black middle class. Now, many wonder whether the city's reconstruction and the vast dislocation will erect economic barriers that will discourage the return of middle class blacks to the area. Carl Bankston III, a professor of sociology at Tulane University, said the post-civil rights era saw black New Orleanians move into the ranks of elected officials, bank managers, teachers, businessmen and city workers in numbers not seen before. Median income for black households in the New Orleans area, adjusted for inflation, rose 28 percent from 1990 to 2000, according to a 2002 study by the New Orleans Times-Picayune. Bankston and others said the election four years ago of Mayor C. Ray Nagin, who is black, had given promise to the continuance of that trend. The mayor had instituted several programs designed to foster economic development in the 70-percent black city, including one to encourage city residents to bid on municipal contracts. Several political leaders are concerned that real estate - more available
