The indictment from the US Attorney for the Northern District of New York also says Strevell double billed expenses and avoided scrutiny by Empire State College officials. It says Strevell hired his brother, Chauncey, sold his car to the institute for 64,000 dollars, gave himself a 95,000 dollar raise and used institute money to send his father to China.
