Work-force reductions are not easy. Administrators at Elon, which does not pay retirees' health-care costs, became concerned recently that faculty members were putting off retirement in order to delay the loss of university-sponsored health care. Having older, well-paid professors extend their careers puts an added financial strain on an institution. Elon has responded by rolling out a phased-retirement program that allows professors to reduce their workload and pay for two years while maintaining health-care coverage. Two professors have signed up for the new program, and three others are considering it, Mr. Whittington says.
