Executives offer blueprint for state rebound - Buffalo News
Gov. George E. Pataki has championed the Empire Zone program and the state has poured hundreds of millions of dollars into the State University of New York to improve academics and draw high-tech businesses. The state has had some successes, notably attracting Sematech, a consortium of the world's largest computer chip makers, and Tokyo Electron Ltd., the second largest supplier of semiconductor manufacturing tools, to Albany.
