From the looks of things, job growth in Oshkosh and Ripon can be cause to think that all players in the economic growth game are healthy, active and contributing. Technical colleges, economic development offices, local governments, quality of life and a state legislature’s attitude toward business growth all have their place. But any honest appreciation of job growth in Wisconsin will show a Legislature that hasn’t lived up to its duties. Wisconsin, for whatever reason, remains a state where the “central government” in Madison prefers to guide and direct job growth without vesting more trust at the local level. Not too long ago, our state killed one of the best ideas of having bonding abilities for technical colleges so that companies could train employees. The new profits after the training would repay the costs of the bonds. Our state’s governor had a problem with bonding authority to technical colleges and killed the bill.
