Montana debates methane regulation - The Casper Star Tribune
BILLINGS, Mont. -- Southeastern Montana farmers and ranchers and Northern Cheyenne tribal members turned out in force this week to urge a state board to adopt new restrictions for managing water produced from coal-bed methane drilling.Their message: Water is a precious resource that should not be sacrificed at the expense of another resource -- coal-bed methane.Rep. Norma Bixby, D-Lame Deer, and a landowner on Rosebud Creek, called the proposed rules "the only sensible solution I have seen" to protect the water.A few Wyoming landowners traveled north to advise Montana on what not to do based on mistakes made in their state.Members of the Montana Board of Environmental Review, along with Department of Environmental Quality Director Richard Opper and department staff, traveled to southeastern Montana to hold a pair of public hearing on the proposed rules.The first hearing was Wednesday at the Charging Horse Casino in Lame Deer on the Northern Cheyenne Indian Reservation. The second hearing was Thursday at Miles Community College in Miles City. Each hearing lasted several hours and attracted more than 100 people from throughout the region.The board will hold a third public hearing in Helena on Dec. 1.
