Carr, daughter of Micki and Patrick White of Tualatin, recently graduated with honors from basic military training at Lackland Air Force Base, San Antonio. She is a 2000 graduate of Tualatin High School. Howden: Lloyd E. Howden, son of Edward and Jean Howden of Tigard, recently was promoted to the rank of chief warrant officer five in the Army. The senior electronics maintenance technician at Fort Huachuca in Sierra Vista, Ariz., has 34 years of military service. Leonard: Matthew J.
