CSC may consider reducing scholarships - Bangkok Post

The Office of the Civil Service Commission (CSC) may consider reducing the number of government scholarships for outside applicants to study in non-English speaking countries if the One District, One Student (ODOS) scholarship programme is a success. Pansak Panhong, director of the CSC's study and training in foreign countries division, said the number of these scholarships could be reduced for ordinary students and members of the public who often lacked knowledge of the languages of the countries they were heading to. Instead, these scholarships would be offered to ODOS students who were already studying in those non-English speaking countries so they would be able to further their studies, since they were already familiar with the local languages, he said. The ODOS scheme was devised by Prime Minister Thaksin Shinawatra, who wanted talented but underprivileged children to study for degrees in countries such as Russia and India, rather than go to the usual English-speaking destinations. Under the first phase of the programme, the government awarded scholarships to 923 students from different districts. Of these, 184 decided to study in Thailand while the rest chose to go abroad.
